To achieve this, he needs to recruit the best gangsters, ranging from the street fighters to the grand gangsters. He also needs to manage the resources, such as the guns and the money.

The gameplay is based on the open world. In this world, the player can go anywhere and do anything he wants. He can also fight with the other gangsters and the police. If he wins, he will become the leader of the city and will earn a lot of money.
